Dong Thap Appoints Leaders of Three Specialized Project Management Boards and Provincial Land Development Centre

(DTO) The Dong Thap Provincial People's Committee on the afternoon of June 26 held a conference to implement institutional restructuring and personnel decisions. The event was chaired by Mr. Pham Thanh Ngai, Chairman of the Provincial People's Committee.

At the conference, leaders of the Department of Home Affairs announced decrees on the restructuring of project management boards (PMBs) under the Dong Thap Provincial People's Committee; decisions appointing leaders of these boards; and the establishment of the Dong Thap Provincial Land Development Centre under the provincial People's Committee.

Accordingly, the provincial People's Committee decided to reorganize eight existing PMBs into three specialized project management boards under its direct management. The restructured units include the Dong Thap Project Management Board, the Dong Thap Civil and Industrial Construction Investment Project Management Board, the Dong Thap Transport Construction Investment Project Management Board, the Dong Thap Agriculture and Rural Development Construction Investment Project Management Board, and Regional Construction Investment Project Management Boards No. 1, No. 2, No. 3, and No. 4.

Specifically, the new Dong Thap Civil and Industrial Construction Investment Project Management Board was established by consolidating the existing board of the same name and absorbing the civil and industrial construction portfolio previously undertaken by the Dong Thap Project Management Board.

Regional Construction Investment Project Management Boards No. 1 and No. 2 will be converted into public service units directly under the Dong Thap Civil and Industrial Construction Investment Project Management Board, and renamed Construction Investment Project Management Board No. 1 and Construction Investment Project Management Board No. 2, respectively.

The Dong Thap Transport Construction Investment Project Management Board was established by retaining the existing board and integrating the transport construction portfolio from the Dong Thap Project Management Board.

Regional Construction Investment Project Management Boards No. 3 and No. 4 will be converted into public service units directly under the Dong Thap Transport Construction Investment Project Management Board, and renamed Construction Investment Project Management Board No. 3 and Construction Investment Project Management Board No. 4, respectively.

The Dong Thap Agriculture and Rural Development Construction Investment Project Management Board was established by retaining the existing board and merging the agriculture and rural development construction portfolio from the Dong Thap Project Management Board.

Accordingly, the Dong Thap Provincial People's Committee appointed Ms. Nguyen Thi Thanh Phuong, Director of the Dong Thap Civil and Industrial Construction Investment Project Management Board, as Director of the newly reorganized board. The Deputy Directors are Nguyen Van Ut, Tran Thanh Vu, Nguyen Thanh Duc, Vo Duc Nhan, and Nguyen Truong Giang. The appointments are for a five-year term, effective from July 1, 2026.

The Dong Thap provincial People's Committee also appointed Mr. Ho Vinh Quan, Director of the Dong Thap Project Management Board, as Director of the newly consolidated Dong Thap Agriculture and Rural Development Construction Investment Project Management Board. The Deputy Directors are Nguyen Dam Thanh Tuyen, Huynh Van Hieu, Nguyen Tan Truong, and Tran Phuong Binh. The appointments are for a five-year term, effective from July 1, 2026.

Mr. Nguyen Hoang Khuyen, Director of Dong Thap Regional Construction Investment Project Management Board No. 3, was appointed Director of the newly structured Dong Thap Transport Construction Investment Project Management Board. The Deputy Directors are Nguyen Duc Huy, Le Phi Vu, Le Nguyen Phu Truong, Phan Minh Chanh, and Tran Minh Trung. The appointments are for a five-year term, effective from July 1, 2026.

The Dong Thap Provincial People's Committee also appointed Mr. Nguyen Nhut Phap, Deputy Director of the Department of Agriculture and Environment of Dong Thap Province, as Director of the Dong Thap Provincial Land Development Centre. The Deputy Directors are Huynh Xuan Binh and Dinh Van Phu. The appointments are for a five-year term, effective from July 1, 2026.

Addressing the conference, Chairman of the Dong Thap Provincial People's Committee Pham Thanh Ngai stressed that the plan to reorganize the province's project management boards had received unanimous backing from the Standing Board of the Provincial Party Committee. He emphasized that, in arranging personnel, the province had meticulously vetted all appointments through numerous meetings to conduct comprehensive evaluations of officials in an objective, transparent, and impartial manner, based on factors such as personnel planning and proven tracks of contribution.

Regarding the newly reorganized project management boards, Chairman Pham Thanh Ngai noted that although they will undertake numerous and demanding tasks, no delays can be tolerated. The restructuring and consolidation process must not hinder the disbursement of the province's public investment capital. He requested that the transfer of responsibilities and handover of work be carried out effectively, with duties assigned promptly to ensure a seamless transition and avoid any operational gaps. He also called on all project management boards to maintain ironclad solidarity and place the common interest above all else.

The Dong Thap Provincial Land Development Centre was instructed to review and finalize its regulations, organizational structure, functions, and responsibilities for submission to the provincial People's Committee for approval before promptly commencing effective operations. Chairman Pham Thanh Ngai expressed confidence that, with their professional experience and dedication, the newly appointed officials would successfully fulfill the responsibilities entrusted to them.
